State Permits

Which states require their own mileage permits?

Updated September 1, 2026

IFTA covers fuel tax. Separately, a small number of states charge their own weight- or distance-based tax and require their own permit or account before you operate there.

  • New Mexico — Weight Distance Tax (WDT)
  • New York — Highway Use Tax (HUT)
  • Kentucky — KYU number
  • Oregon — weight-mile tax

The common mistake

Assuming IFTA covers it. It doesn't. These are separate programs with separate registrations and, in several cases, their own quarterly reports on a different schedule than your IFTA return.

If a route change is taking you into one of these states for the first time, get the permit sorted before the first trip — several are enforced at ports of entry.

This is general orientation, not legal or regulatory advice. Requirements change and vary by operation — confirm specifics with the relevant agency or a qualified advisor before acting on them.
