How do I know if I need UCR?

UCR generally applies to businesses involved in interstate commerce. That's broader than most people expect — it isn't only for-hire carriers.

  • Motor carriers of property, for-hire or private
  • For-hire passenger carriers
  • Freight forwarders
  • Brokers
  • Leasing companies that lease vehicles without drivers to interstate carriers

When it generally doesn't apply

If your operation is purely intrastate and never crosses a state line, UCR generally doesn't apply. The moment interstate operation enters the picture, it's worth confirming rather than assuming.
