Operating Authority
What does BOC-3 do?
By the DOT Compliance Partner team · February 2, 2026 · 3 min read
A BOC-3 filing designates process agents — people or companies who can accept legal documents on your company's behalf — in every state where you're required to have one.
Why it exists
It's generally required before operating authority is granted, and it needs to stay active for as long as you hold that authority. Carriers rarely handle this filing on their own since it means arranging coverage in states where they may not have a physical presence.
