What is UCR?

UCR stands for Unified Carrier Registration. It's a program that requires businesses involved in interstate commerce — motor carriers, brokers, freight forwarders and certain leasing companies — to register annually and pay a fee based on fleet size.
Who needs to register
- Motor carriers of property, for-hire or private, including agricultural operations
- For-hire passenger carriers
- Freight forwarders
- Brokers
- Leasing companies that lease vehicles without drivers to interstate carriers
If your business operates only within a single state and never crosses state lines, UCR generally doesn't apply. The moment interstate operation is part of the picture, it's worth confirming your status.
What happens if you don't register
Enforcement varies by state, and penalties can include fines or a vehicle being placed out of service. The specifics depend on where you're stopped and that state's enforcement approach.
