How long does it take to get operating authority?

After you submit your application for operating authority, there is a mandatory waiting period during which the authority is published for protest. This period is generally around 10 days. If no protests are filed and your insurance filings are in order, your authority can become active after that window closes.

Total time from start to operating

For a new carrier, the realistic timeline from application to actively authorized is typically 3–4 weeks when everything is in order. The application itself processes quickly; the delay is almost always the protest period and waiting for insurance and BOC-3 filings to be confirmed by FMCSA.

What can extend the timeline

  • Insurance filings not submitted or not yet showing in FMCSA's system
  • BOC-3 process agent filing not yet on file
  • Application errors that require a correction
  • A protest being filed during the waiting period

The insurance piece is critical

Your authority will not activate until FMCSA shows your required insurance on file. Coordinating your insurance agent and the BOC-3 filing to move together is the single biggest way to avoid delay.
